Abstract

A study of the nature and the policy implication of changes in the global economy in relationship to the process of regional integration, conducted using the newest techniques of economic analysis. The principal message drawn from these analytical and policy insights is that in a world characterised by trade distortions and nonlinearities, regional integration may or may not foster global integration, and may or may not advance regional or global convergence. The key is good economic policy based on sound economic analysis. Part one of the volume covers three international trade policy issues: regionalism and multilateralism; the political economy of trade policy; and trade income inequality. Part two (chapters 7-11) focuses on three 'domestic' problems faced by regional groups: labour migration; exchange rate arrangements; and real convergence.

Abstract

Le protectionnisme est le dernier tabou des élites européennes. Malgré la violence de la crise, la suprématie du libre-échange demeure une croyance indiscutée. C’est cette interdiction de débattre que les auteurs, journalistes économiques de la nouvelle génération, ont voulu lever dans ce livre sans a priori idéologique. Le constat est cruel : l’idéologie libre-échangiste, devenue hégémonique à la fin du siècle dernier, est aujourd’hui battue en brèche par les faits. Dans les pays en développement, l’amélioration du niveau de vie, réelle dans certains cas, s’est avérée illusoire dans beaucoup d’autres. Dans les pays développés, la mondialisation a creusé des inégalités qui menacent de corroder le tissu social de nos sociétés. Le temps est donc venu pour l’Europe de définir un protectionnisme positif, européen, social et écologique, à l’opposé du nationalisme et du repli sur soi. C’est ce à quoi s’emploie cet ouvrage, qui étudie les conditions de la mise en oeuvre d’un tel dispositif et la manière dont il pourrait s’appliquer concrètement dans la vie des Européens.
